It's an attempt to mimic the native Arabic pronunciation. In Arabic, the vowels are very short and the stress is on the first syllable (QA-tar). To an American ear, this sounds exactly like the English word "Cutter".

What does 'Inshallah' actually mean?
Literally "If God Wills." It is used for ANY future event. "I will see you at 5pm, Inshallah." It acknowledges that the future is not in our hands. Note: Sometimes it is used humorously to mean "Maybe" or "Don't count on it."
